About Mark

Commissioner Mark Higgins serves on 34 authorities, boards, and commissions at the local, county, regional, state, and national level–twice the Commissioner average! Mark served as Vice Chair of the Centre County Commissioners for seven years and now serves as Board Chair. His leadership has resulted in: vibrant downtowns with over $10,000,000 in small business grants, job creation and support for entrepreneurs, improved access to broadband internet, and cost-savings through renewable energy. Mark helped establish and grow the Happy Valley Adventure Bureau to support outdoor recreation, tourism, arts, and culture in communities throughout Centre County. He is honored to represent the citizens of Centre County as Commissioner.

About Amber

Commissioner Amber Concepcion was appointed earlier this year as a Centre County Commissioner due to her accomplishments as President of the State College Area School Board for nearly a decade. As Board President, she worked to secure the district’s financial sustainability and completed five LEED-certified building projects to replace failing facilities. Amber and her husband have run a successful local web development business for two decades, with clients across the country, and actively support other local entrepreneurs. They have three children and love volunteering in the community. Amber earned her Master’s degree in Government from Georgetown University, a school focused on integrity and public service.
